लेकतांत्रिक प्रकियाओं को बनाये रखने के लिए पुलिस अत्यधिक महत्वपूर्ण भूमिका निभाती है और इनके लिए पूरी तरह से तटस्थता और कानून का पालन करना आवश्यक होता है। वर्तमान की भाँति जब राजनीति व्यवस्था में अनिश्चितता घर कर लेती है तब पुलिस पर दबाव बहुत अधिक बढ़ जाता है। ऐसी स्थिति में ही पुलिस नेतृत्व को अपना सशक्त व्यावसायिक रुप दिखाना होता है। ऐसी स्थिति में निरंकुश होने से बचना होता है। विभिन्न देशों के अनुभव से पता चलता है कि पुलिस यह जानते हुए कि राज्य के लिए वह अनिवार्य है सामान्य स्थितियों में अपने कार्य के लिए निर्धारित सीमाओं को लाँघने की कोशिश करती है। आपातकाल में और अभी हाल में पंजाब में हमने ऐसा देखा है। ऐसा व्यवहार हाल में उत्तर प्रदेश में विशेषकर उत्तराखण्ड आंदोलन के दौरान देखने को मिला। पुलिस ऐसी घटनाओं को अपवाद नहीं कह सकती क्योंकि ऐसी घटनायें काफी लंबे समय से और विभिन्न पुलिस बलों में चलती आ रही है। एक बार जब पुलिस तटस्थाता के साथ समझौता कर लेती है तो प्रभावी और दायित्वपूर्ण ढंग से कानून लागू करने की उनकी क्षमता काफी कम हो जाती है। इसका परिणाम यह होता है कि देश में लोकतंत्र के अनुपालन में गंभीर अड़चने आने लगती है।
Police play a crucial role, in upholding and sustaining democratic processes, calling for adherence to strict neutrality and to uphold the rule of law. When uncertainties afflict the political system, as they are at present, the pressures on the police assume undue proportions. It is in such situations that the police leadership has to show its strong professional face. It would also call for extreme caution to avoid being arbitrary. Experience in various countries indicates that police, comprehending their indispensability to the State extend their behavior beyond boundaries that would be imposed on them in normal times. We witnessed such a thing happening during the days of Emergency and more recently in Punjab. Similar conduct came to notice in UP recently, particularly during the Uttarakhand agitations. Police cannot afford to wish away these as aberrations for these have persisted over a period of time and in different police forces. Once the police compromise ‘neutrality’, their ability to enforce law in an effective and accountable manner will be considerably blunted. This in turn will very seriously jeopardize pursuit of democracy in the country.
